Effective Governance for National Development: The Parliament and District Assemblies’ Contribution

Building a stronger Ghana starts with engaged citizens: know your leaders, follow their work, and be part of the change at both national and local levels.

According to the African Centre for Parliamentary Affairs (ACEPA), nation-building is a multifaceted process that involves forging a cohesive national identity, promoting economic prosperity, ensuring social justice, and establishing robust governance structures. In Ghana, the National Parliament and District Assemblies play critical roles in this endeavor. From my personal observation, however, the everyday Ghanaian seems to hold the parliament more accountable. I think there should be a balance in this. Perhaps it is a lack of appreciation for the roles each of this very important units play.

The National Parliament is vested with legislative power, enabling it to enact laws that govern everything from economic policy to social welfare. Through diligent legislative work, Parliament creates an enabling environment for investment, ensures equitable resource distribution, and protects vulnerable populations. For instance, the recent passage of the Affirmative Action (Gender Equity) Act, 2024, showcases Parliament’s power to shape national policy towards greater inclusivity.

Parliament also exercises oversight over the Executive arm of government, ensuring accountability and transparency in governance. This is achieved through parliamentary committees, questions to ministers, and debates on government policies and budgets. By scrutinizing the implementation of laws and budgets, Parliament combats corruption, prevents abuse of power, and ensures efficient resource utilization.

Furthermore, Parliament serves as the primary institution for representation, articulating the views and wishes of citizens in decision-making processes. Members of Parliament bring local concerns to the national stage, ensuring national policies are responsive to regional and community needs.

Complementing national efforts are the District Assemblies, which represent the highest political and administrative authorities at the local level. As ACEPA notes, they drive local development by preparing and submitting development plans and budgets, promoting local economic growth, and initiating programs for basic infrastructure and municipal services. District Assemblies provide essential amenities like educational facilities, health centers, water supply, and sanitation services, significantly improving citizens’ quality of life.

By engaging citizens in local governance, District Assemblies also nurture future national leaders, strengthening the democratic fabric of the nation. The synergy between Parliament and District Assemblies is vital for Ghana’s progress, promoting good governance, equity, and democracy. Their continued effectiveness is crucial for building a prosperous, equitable, and truly democratic Ghana, as envisioned by ACEPA’s work on national and district assemblies’ role in nation-building.

My call to action for the material is for you to know your leaders on al frontiers. Know your members of parliament by name and office where possible. Follow their proceedings in parliament to help you appreciate if they are truly representing of the people. At the district level, their doors are equally open, responsive citizenship begins with you and I engaging these critical units for the wholistic development of our communities and the country at large.
