TheNational Film Authority says strict eligibility and governance measures will guide access to Ghana’s newly launched Film Development Fund to ensure transparency and prevent political interference in funding decisions.

Dr. Bismarck Odum-Sackey, speaking on the Asaase Breakfast Show on Friday (22 May), said applicants must belong to recognised professional film associations and be registered or licensed under the National Film Authority and the Ghana Revenue Authority.

He explained that eligible applicants include filmmakers, producers, distributors, marketers, television production companies, and cinema operators.

According to him, a dedicated independent committee—comprising industry representatives, security officials, cultural bodies, and other stakeholders—will evaluate all applications.

“No individual within the Authority will decide who gets funding. It is a committee-driven process,” he said.

He stressed that conflict-of-interest rules are strictly enforced, requiring committee members to recuse themselves from decisions involving acquaintances or affiliated applicants, with penalties for non-compliance.

Dr. Odum-Sackey added that the fund prioritises early-stage filmmakers, though experienced producers may also qualify in specific cases, in line with statutory provisions.

He further described the establishment of a classification committee as part of broader reforms aimed at regulating content distribution, strengthening industry standards, and improving audience protection.
