Former NDC deputy general secretary Samuel Koku Anyidoho has questioned the government’s internal discipline and authority, saying the public dispute between the Ministry of Finance and Ministry of Food and Agriculture (MoFA) should have been resolved at Cabinet level.

His reaction comes after the Finance Ministry on 6 June 2026 said it had disbursed more than GH¢1.6 billion to MoFA, representing about 85 percent of the ministry’s 2026 budget allocation for Goods and Services and Capital Expenditure. MoFA has disputed receiving the funds.

“Humbly so, I have been in government before: how come this was not resolved at Cabinet Meeting level and it has now exploded outside?” Anyidoho asked in a statement. “Is there a Central Authority or not?”

“This is so embarrassing!!!! This is the first time we are seeing this happening in Ghana (as far as I am concerned), and it STINKS!”

Anyidoho who served as Communications Director at the Presidency under the late President John Evans Atta Mills further contrasted the current situation with past NDC administrations.

“Respectfully, is the President really in-charge?” “From the NDC perspective, there is NO WAY this would happen under President Rawlings and President Atta-Mills. … and both names are popping up to become Flagbearer of NDC?

The Finance Ministry said GIFMIS records show budget execution for Goods and Services at 94.73 percent and Capital Expenditure at 74.66 percent of approved allocations.

It added that MoFA itself initiated all Goods and Services requests except releases to the National Food Buffer Stock Company.

The public disagreement between the two ministries has intensified scrutiny of government expenditure tracking and budget execution reporting.
