The Finance Ministry has insisted that more than GH¢1.6 billion has been disbursed to the Ministry of Food and Agriculture (MoFA), escalating a public disagreement over government spending figures.

The ministry said the amount represents about 85 percent of MoFA’s 2026 budget allocation for Goods and Services as well as Capital Expenditure (CAPEX).

Its clarification follows a dispute in which the Agriculture Ministry questioned the claim that it had received the funds, saying it had not seen the reported releases despite the Finance Ministry’s announcement.

According to the Finance Ministry, official records show that budget execution for Goods and Services has reached 94.73 percent, while Capital Expenditure stands at 74.66 percent of approved allocations.

It said all requests for Goods and Services funding were initiated by the Agriculture Ministry itself through the government’s financial management system, except for transfers made to the National Food Buffer Stock Company.

“For Goods and Services, all the requests were initiated by MoFA itself, with the exception of the release made to the National Food Buffer Stock Company,” the ministry said in a statement.

The Finance Ministry further pointed to data from the Ghana Integrated Financial Management Information System (GIFMIS), which it said recorded all transactions with supporting journal, warrant and approval details.

It added that the system-generated records demonstrate that the disbursements were properly processed through standard public financial management procedures.

The disagreement comes amid heightened scrutiny of government expenditure tracking systems and budget execution reporting between ministries.
