Parliament passes Energy Sector Levies amendment; fuel oil levy rises to GH¢1.93 per litre

Parliament has passed the Energy Sector Levies (Amendment) Bill, 2026, introducing changes to the Energy Sector Levies Act, 2025, aimed at strengthening revenue mobilisation and addressing abuses within the country’s fuel subsidy regime.

The amendment increases the Energy Sector Shortfall and Debt Repayment Levy on fuel oil from GH¢0.24 per litre to GH¢1.93 per litre, aligning it with the levy currently imposed on diesel and marine gas oil.

It also extends the Road Fund Levy to fuel oil.

The government said the measures are intended to close major revenue leakages and prevent the misuse of fuel subsidy programmes, particularly those designed to support industrial users.

According to the government, some beneficiaries have been exploiting the subsidy system for private gain, undermining its purpose and integrity.

Speaking on the amendment, Finance Minister Dr Cassiel Ato Forson explained that companies importing fuel oil will be required to pay the applicable levies upfront at the point of importation. However, businesses that qualify under the subsidy scheme will be refunded after meeting the necessary requirements.
